Q: What is the maximum operating internal temperature of the Pentium M processor?

The maximum specified temperature junction is 100 degrees C.  The Pentium M will automatically lower the clock frequency if the processor core exceeds the maximum of 100 degrees C.  There is a catastrophic thermal protection circuit that will halt the processor if the reaches 125 degrees C.

Note: You should not run your system at or near the maximum specified temperature.  You should have a safety margin in case there are any future problems with the cooling components of your system.  You should be fine if your system is below 90'C.

RightMark CPU Clock Utility does it well.  The Notebook Hardware Control (v 1.10 BETA 01) can do it but interfers with the Toshiba Power Saver utility.
